Cathcart Rail Announces CEO Transition and Signals Plans to Unveil a New Brand Identity

October 13, 2025 — Cathcart Rail is pleased to announce the appointment of Scott Driggers as Chief Executive Officer, effective October 2, 2025. Driggers succeeds Jeff Chick.

With more than 25 years of distinguished experience in the rail industry, Scott brings a proven track record of executive leadership and operational excellence. Since joining Cathcart Rail as Chief Operating Officer in June, he has quickly established himself as a dynamic leader, closely engaging with employees and customers, and driving forward the company’s strategic priorities with energy and transparency.

His career spans key leadership roles across maintenance, fleet management, and component manufacturing/reconditioning at A. Stucki, as well as prior CEO positions at Appalachian Railcar Services (ARS) and Cathcart Rail. His leadership is defined by a strong commitment to building high-performing teams, fostering trusted relationships with customers, and driving a culture of quality throughout the organization. With a focus on collaboration and continuous improvement, Driggers has consistently delivered results and positioned companies for long-term success.

According to a statement issued by the Board of Directors, “Scott’s broad industry knowledge and visionary leadership make him uniquely qualified to lead Cathcart Rail into its next phase of growth.
